Four billion people live in climate-vulnerable conditions with no financial protection of any kind. The communities most exposed to climate risk are precisely those with the least access to the systems that could shield them. That is not an accident of economics. It is a failure of infrastructure.
Resilient livelihoods and inclusive protection are not a privilege. They are a right. No person should lose everything simply because of where they were born, what they earn, or which part of the climate risk curve they live on.
